I would say it's not near dead, but it is past mid-life. Natal will try to extend the life of the 360, but i think MS will release their next console in a couple years, and that will also have Natal standard at launch, so the core gamers will move on to that, while the 360 will have failed to capture the Wii crowd because those people are content with what they got.

I only play online when i know my wife has the kids if they wake up. It limits my online playtime, but that's one of the prices of parenthood. You don't have complete freedom anymore. I do think that the one time forgiveness should be periodic instead of one-time only, perhaps once a week. That would deter quitters while still allowing for emergencies and connection errors.

Didn't the last update change the win conditions for uneven games? Like in a 4 vs. 5 game the team with 4 would only need 40 kills to win instead of 50? I've only been able to play online once since that update, and didn't get an uneven game that day.
Nothing upsets me more in a game than when one or two people on my team quit, and we just get slaughtered because we're outgunned. It takes the fun out of it. When someone quits, it punishes me. If you are not in a spot where you can have a dedicated 10 minutes, you shouldn't play online.

You gotta admit, though, if it wasn't fun to play, you wouldn't be playing it. So ultimately the fun is your main aim.
The game automatically puts you back into matchmaking when a game ends, so you won't just be sitting idle for that game, but for multiple games until you come back and exit. Besides, that would just be avoiding the penalty, you're still screwing your team over.
